If Iran had nuclear weapons would Isreal's 400 nukes deter a first strike by Iran?

A preemptive strike by Israel at this time would only add to the instability in the region and create more problems for America.I do not believe despite all the rhetoric that iran is nearly as bad as they are made out to be.I have not heard of any valid offers to help Iran develop nuclear reactors for civilian use.A gaurantee of technologica istance for access to nuclear inspections would probably go a long way in helping to diffuse this situation.Might I add I do not support any radical religiuos action or act of terrorism.But I do support allowing everyone in the world the opportunity to use economical means to produce electricity.
