Shouldn't the statistic of IP (innings pitched) really be half innings pitched?

I don't think so because pitchers only pitch half of every inning; they can't pitch full innings. If you started counting half innings, then you'd have pitchers with 2/3 of 1/2 an inning which would make things really complicated.
