How to disconnect the horn of a '99 Plymouth Voyager?

I found the horn to my car, only thing is when I went to disconnect it it wouldn't budge, am I doing it right? I pulled down the red latch and I expected it to just come right out when I pulled on it. Is there something I'm missing? Should I pull harder cause it's stuck? Do I have to rotate and pull? HELP ME OUT!!
